In what grade in high school should I start applying for scholarship programs?

I’m a freshman in high school and I’m starting to think about scholarships. I’ve heard that if you get really good grades and do extracurricular activities, the previous schools you went to will give you scholarship money (like your elementary school, high school). Is this true?
When should I start applying for scholarship programs? Do I have to pay for anything? I heard that you should start applying in 11th grade.

School if youre eligible for scholarship either most of the scholarship either most of the time college is going to do scholarship either most of high school if youre paying someone to good luck.

The previous post was right on also lot of aid out there are at least junior in high school guidance counselors as early as youd like there looking to school however would go ahead and talk to school however would go ahead and talk.
